VENDOR PROMOTIONAL ACTIVITIES

Basically, Vendor Development is a linkage between large and medium scale industries on one hand and SSIs on the other. The development of vendors in Small Scale Sector in the region goes in tune with the declared industrial policy of Govt. which is committed to ensure balanced regional development through promotion of vendors in the Small Scale Sector throughout the state.

SISI, Guwahati has scientifically surveyed and examined the scope for development of vendors in Small Scale Sector based on the existing large scale enterprises such as Tea gardens/Tea processing factories, Oil refineries, Paper mills. Northeastern Coalfields under Coal India Ltd, Cement Corporation of India Ltd., N.F Railways, Hindustan Fertilizer Corporation Ltd., and Defence establishments etc.

This Institute and its Branch Institutes organize Vendor Development Programme and exhibition regularly for the benefit of small-scale industries as well as large/medium scale industries in the Region.

ISO-9000 CERTIFICATION

ISO-9000 is the acronym for International Organization for Standardization. The accreditation of ISO-9000 is a qualification for selling the product globally.

To enhance the competitive strength of the Small Scale Sector, our department has introduced an incentive scheme for reimbursement of ISO-9000 certification expenses. The scheme has been in operational since 1994.

The incentive scheme provides reimbursement of charges for acquiring ISO-9000 (or its equivalent) certification to the extent of 75% of the cost, subject to maximum of Rs.75,000/= in each case.

In order to extend the benefit of the Scheme to a larger cross section of Small/Ancillary/ Tiny units, the scheme now has been extended up to 9th five-year Plan i.e. 31.3.2007.

According to the simplified revised norms, a certificate from the Chartered Accountant, certifying the expenditure incurred in acquiring ISO-9000 certificate such as Application Fee Assessment / Audit Fee.

Annual Fee/License Fee, Pre-certification expenses towards training, calibration & testing, technical consultancy etc. (excluding hotel & travel expenses & surveillance charges) shall be submitted along with the application in place of the certified copies of various vouchers/ receipts of payments made to the various agencies.

ENERGY-CONSERVATION

This institute organizes one-day awareness programme on Energy Conservation for the benefit of small scale Industries. There are many energy intensive areas in small-scale sector, such as foundry, forging, re-rolling mills etc. The sources of energy for them are coal/cock, petroleum products and electricity. The specific consumption of energy in small scale is generally high .The purpose of taking up energy conservation programme is to make the entrepreneurs aware about the advantages of new techniques of energy conservation. This programme is generally organized in collaboration with Petroleum conservation Research Association (PCRA).

A nominal fee is charged for participation in the programme.

WASTE MINIMISATION AND CLEANER PRODUCTION

SISI Guwahati organizes one-day awareness programme on waste minimization and cleaner production for the benefit of small-scale industries. In Small-Scale industries, it has been observed that a lot of wastage takes place, which affects the profitability of the unit. Also this waste creates a lot of problems for society and nation. The participants are given tips as how to minimize waste in their production lines, which leads to cleaner and efficient production. This programme is generally organized in collaboration with Pollution Control Board.

There is no participation fee for this programme.

TRAINING PROGRAMME ON PACKAGING FOR EXPORTS

Packaging plays a very important part in the present day marketing, especially in export marketing. The professional guidance in the field of packaging is expected to go a long way in improving the overall marketability of small industry products, both in internal and overseas market.

This institute organizes training programs on "packaging for exports" for SSI entrepreneurs. These programs are organized in association with Indian Institute of Packaging, which provides the necessary expertise in the matter. The basic objective of this scheme is to impart training to small scale manufacturers of packaging technology, effectiveness on various aspects of package aesthetics, style, etc. to improve the overall appearance, durability and value of the package. . A nominal fee is charged for participation in the programme.

OZONE DEPLETING SUBSTANCES (ODS)

Ozone is a naturally occurring gas in the earth atmosphere which acts as protective shield by absorbing certain wave length of sun's Ultra-Violet radiation that may damage human eye, cause skin cancer, reduce rate of plant growth and up- set the balance of ecosystem. Man made chemicals like chlorofluro-carbon (CFC) of different combination of Halon, CTC, MCF are main Ozone Depleting Substances (ODS). ODS damages the ozone layer by setting of destructive chain reaction breaking down ozone into Oxygen. The ODS are extensively used in refrigeration, air conditioning, cold storage, foam products, inhalers for medicinal purposes, Aerosol and Fire Extinguisher industries etc. Alarmed at the danger to the entire life system, International Convention called Montreal Protocol under UNEP has been signed to phase out ODS by 2000 A.D. India signed Montreal Protocol in June, 1992 and being a developing country with per capita annual consumption of ODS at 88 gm, it has been allowed to phase out the ODS by 2010 AD.

Ministry of Environment and Forest, Govt. of India is coordinating the work related to ozone protection and implementation of Montreal Protocol. The MOEF in turn has entrusted the responsibility of ODS phase out in Small & Informal Sector to the Office of the Development Commissioner (SSI), Ministry of SSI & ARI. Govt. of India Through its field office i.e. SISIs. A few substitutes of ODS suitable for specific application under Indian condition have been developed.

Government of India has issued Gazette Notification No.471 dated 19th July 2000 on OZONE DEPLETING SUBSTANCES (REGULATION & CONTROL) RULES 2000. As per the notification no small scale industry shall engage manufacturing activities specified above after 19th July,2001 that uses ODS unless it is registered with Director, SISI of the jurisdiction.

Financial / Technical assistance may be availed by the enterprises by forwarding their project to the Executive Committee of Montreal Protocol through Ministry of Environment & Forest, Govt. of India after getting registered with Director, SISI.
