What is ISO-9000?
ISO-9000 represents standards for quality
management systems. ISO-9001, ISO-9902 and ISO-9003 represent the three models
of quality management systems for contractual situations where a supplier seeks
the certification against the quality management system standards. ISO-9000 stands
for systems standardisation and certification rather than product standardization
and certification. It dies not replace but complement the product standards.
When ISO-9000 is implemented, one gets consistent product quality conforming the
chosen product standard,with a minimum variance, in a systematic manner and without
the need of any extraordinary effort. ISO-9000 is applicable to all types of industries
and orgnanisations in manufacturing or service sector.
Why
ISO-9000
The accreditation of ISO-9000 which is an internationally
accepted standard, is a qualification to sell the products globally. The adoption
of ISO-9000 Quality Standards enables the SSI units to overcome the barriers of
export and become globally competitive.
SALIENT
FEATURES
It envisages reimbursement charges of acquiring ISO-9000(or
its equivalent) certification to the extent of 75% of the cost subject to a maximum
of Rs.75,000/- in each case. The ISO-9000 reimbursement scheme is applicable to
only those registered SSI/ancillary units who have already acquired ISO-9000(or
its equivalent) certification. The scheme is being in the entire country by Office
of the Development Commissisoner(Small Scale Industries), Ministry of SSI&
ARI, Govt. of India, New Delhi. As the scheme provides for only one-time reimbursement,
the amount of subsidy/financial support, if already received from the State Govt.,
Financial institution, is adjusted against the entitlement of reimbursement. In
view of overwhelming response, the Govt. of India has recently extended the scheme
upto the end of the Ninth Five Year Plan i.e. 31st March, 2007.
SIMPLIFIED
NORMS
The procedural norms and application form to claim reimbursement
of charges incurred for acquiring ISO-9000 have now been simplified. According
to the revised procedural norms, which aim at reducing the documentation work
of the SSI unit and time taken in processing the application, only a certificate
from the Chartered Accountant is requried certifying the expenditure incurred
in acquiring ISO-9000 certification such as application fee paid to the certification
authority, assessment/audit fee, annual fee/licence fee, pre-certification expenses
towards training, calibration, testing, technical consultancy(excluding hotel
and travel expenses) etc. The Chartered Accountant's certificate as indicated
above is to be submitted alongwith the application in place of the certified copies
of various vouchers/receipts of payments made to various agencies which used to
be submitted earlier.
The
blank application forms with the check-list of enclosures, are available on request
from the Office of the Development Commissioner(Small Scale Industries), New Delhi
or from its field institutions i.s. Samll Industries Service Institutes whose
complete addresses are given at the end.
AWARENESS-CUM-MOTIVATIONAL
PROGRAMMES
Small Industries Development Organisation, Ministry of
SSI & ARI has, through its fiels institutions i.e. Small Industries Service
Institutes(SISIs), taken up awareness-cum-motivational programmes on ISO-9000
Quality Systems to sensitise the small scale units to adopt the ISO-9000 Quality
Systems.
Registered
SSi/Ancillary industrial units are required to submit theri application form duly
filled up (with enclosures), addressed to the Office of the Development Commissioner(Small
Scale Industries), New Delhi at the following address:
